I opened the.html in Firefox and then switched the encoding to Windows-1256. The attached file is a copy/paste of the result plus some editing to get the Arabic to align right. I know formatting and the images are missing but Google translate does make sense of the Arabic (while I can't), so hopefully you will be able to re-create your document.
